Southeast Consulting and Analysis, LLC was established in late 2020 by Lieutenant S. Brent Moore (Ret.), following his distinguished 17-year career with the Georgia Department of Public Safety (DPS), where he specialized in commercial vehicle safety. During his tenure, Mr. Moore held various critical roles, including Commercial Vehicle Enforcement Officer, FMCSA Compliance Investigation Officer, FMCSA Safety Auditor, Assistant to the Commanding Officer, and Special Operations Commander.  Prior to his promotion to Lieutenant in the DPS command staff, Mr. Moore served as Asst. Post Commander and Post Commander for DPS Region 10, he led a team of 12 officers tasked with conducting compliance investigations and safety audits on motor carriers subject to Federal Motor Carrier Safety Regulations.

Mr. Moore holds numerous certifications from the Georgia Peace Officer Standards and Training Council, including Peace Officer, Field Training Officer, and General Instructor (with specialized instructor certifications in hazardous materials, speed detection, and driving). Additionally, he earned a specialized certification as a Pursuit Tactics Instructor with expertise in techniques such as the box-in maneuver, deployment of stop sticks, and the Precision Immobilization Technique (PIT) maneuver.

Mr. Moore’s credentials extend to the federal level, where he is certified by the Federal Motor Carrier Safety Administration’s (FMCSA) National Training Center as an Associate Staff Instructor in the following subjects: North American Standard Level 1 Inspection (Parts A and B), General Hazardous Materials, Cargo Tank Inspection, Other Bulk Packaging Inspection, Compliance Review/Investigative Safety Analysis, Enhanced Investigative Techniques as well as being certified by the Commercial Vehicle Safety Alliance as a trainer for the Level 6 Enhanced Radiological Inspection.

He has contributed significantly as a subject matter expert, participating in the redevelopment of the Hazardous Materials and Enhanced Investigative Techniques training courses. His expertise led to invitations to teach at the FMCSA National Academy on two occasions, where he trained inspectors and investigators nationwide.

Mr. Moore also played a pivotal role in Georgia’s commercial vehicle enforcement landscape by developing annual in-service training programs for state inspectors. He frequently collaborated with the Georgia DPS Legal Division on matters involving commercial vehicle laws and regulations, including drafting legislation and providing expert testimony before the Georgia General Assembly.
